Insulation work is a craft trade (field no. 29) covering the installation of thermal, acoustic (anti-vibration) and waterproofing insulation of buildings, structures and technical equipment, including acid-resistant and fire-protection insulation. To obtain it you must demonstrate professional qualification under Section 21 or Section 22 of the Trade Licensing Act; the trade is notified to the Trade Licensing Office and the licence arises on the day of notification.
Professional qualification under Section 21 of Act No. 455/1991 Coll. (one of the following options is sufficient):
- apprenticeship certificate in the relevant field of education (secondary education with an apprenticeship certificate),
- school-leaving certificate (maturita) in the relevant field or with vocational training subjects,
- diploma of higher vocational education in the relevant field,
- university diploma in the relevant area of study programmes and fields,
- a document recognising professional qualification issued by the recognising authority under Section 7(5)(b), (c) or (e),
- a document verifying or recognising a full professional qualification attained under Act No. 179/2006 Coll.
Alternative professional qualification under Section 22 of Act No. 455/1991 Coll. (one of the following options is sufficient):
- apprenticeship certificate in a related field + 1 year of experience in the field,
- school-leaving certificate (maturita) in a related field + 1 year of experience in the field,
- higher vocational school diploma in a related field + 1 year of experience in the field,
- university diploma in a related area + 1 year of experience in the field,
- a retraining certificate issued by an accredited institution + 1 year of experience in the field,
- 6 years of experience in the field without a document of education.
Professional qualification may also be ensured through a responsible representative under Section 11 of the Trade Licensing Act (one person may act as responsible representative for no more than four entrepreneurs).

What this trade is and what it is for
Insulation work is a craft trade listed in Annex 1 to the Trade Licensing Act under field no. 29. It entitles you to the professional installation of insulation of buildings, structures and technical equipment - that is, protection against the adverse effects of heat, cold, noise or vibration, against ground and atmospheric moisture, pressurised and aggressive water, and also the installation of acid-resistant and fire-protection insulation. The insulation installer ensures that a building or piece of equipment meets thermal, acoustic and waterproofing requirements.
This trade covers the preparation of the substrate (including the basic bricklaying work associated with insulation), the installation of insulating materials, and their repair and maintenance. It is an activity with a direct impact on the safety, durability and energy performance of buildings, which is why the law requires proof of professional qualification.
What falls under this trade (and what does not)
Insulation work covers in particular:
- thermal insulation of building envelopes, roofs, floors and ceilings, and the insulation of walls,
- acoustic (anti-vibration) insulation of walls and floors,
- waterproofing and insulation against ground and atmospheric moisture, pressurised and aggressive water,
- the installation and repair of soft roof coverings and complex roofing of flat roofs,
- acid-resistant and fire-protection insulation (e.g. in chemical, metalworking, textile and food industry operations),
- thermal insulation of external pipework and technological distribution networks,
- the application of blown and sprayed insulation.
In practice, waterproofing work can also include the installation of anti-radon insulation of buildings, which technically derives from protection against ground moisture and water.
Boundaries with neighbouring trades: Where insulation forms part of a thermal insulation system combined with surface finishes of facades, the activity overlaps with the trades Bricklaying or Painting, lacquering and decorating - in such a case you need a licence for the relevant craft activity. Roofing and sheet-metal work on roofs falls under the separate craft trades Roofing, carpentry and Sheet-metal work and bodywork repair respectively. The preparation of project documentation and the authorised design of buildings, on the other hand, falls under the activity of authorised persons under special regulations, not under this trade.
Conditions for obtaining it under the law
You must meet the general conditions under Sections 6 to 8 of the Trade Licensing Act - full legal capacity and a clean criminal record. Medical fitness is not required for this trade.
You must also demonstrate professional qualification. Meeting one of the options is sufficient.
Under Section 21 of Act No. 455/1991 Coll.:
- apprenticeship certificate in the relevant field of education,
- school-leaving certificate (maturita) in the relevant field (or with vocational training subjects),
- diploma of higher vocational education in the relevant field,
- university diploma in the relevant area of study programmes,
- a document recognising professional qualification issued by the recognising authority under Section 7(5)(b), (c) or (e),
- a document verifying or recognising a full professional qualification attained under Act No. 179/2006 Coll.
Under Section 22 (alternative qualification) of Act No. 455/1991 Coll.:
- education in a related field (apprenticeship certificate, maturita, higher vocational school or university) + 1 year of experience in the field,
- a retraining certificate issued by an accredited institution + 1 year of experience in the field,
- 6 years of experience in the field without a document of education.
If you do not meet the professional qualification conditions yourself, you may appoint a responsible representative under Section 11 - a person who demonstrates the qualification on your behalf. One person may act as responsible representative for no more than four entrepreneurs.
How to notify or obtain the trade step by step
- Complete the Unified Registration Form (JRF) for notifying the trade.
- Submit the notification at any municipal Trade Licensing Office, electronically via the rzp.gov.cz portal, or at a Czech POINT contact point.
- Provide the documents - proof of professional qualification (see above), and where applicable documents relating to the responsible representative.
- Pay the administrative fee - CZK 1,000 for notification, CZK 800 for electronic submission.
- The licence arises on the day of notification; the Trade Licensing Office will enter it in the Trade Register within 5 working days.

Frequently asked questions
Is insulation work an unqualified or a craft trade?
It is a craft trade (field no. 29). Unlike an unqualified (free) trade, here you must demonstrate professional qualification under Section 21 or Section 22 of the Trade Licensing Act.
Can I obtain the trade without an apprenticeship certificate in the field?
Yes. Under Section 22, education in a related field with 1 year of experience is sufficient, as is retraining with 1 year of experience, or 6 years of experience in the field without a document of education.
What if I have neither the required education nor experience?
You may appoint a responsible representative under Section 11 who meets the professional qualification and demonstrates it on behalf of your business.
Do I need a medical certificate or insurance?
No. For insulation work, medical fitness is not required and the law does not impose mandatory liability insurance either.
When can I start trading?
On the day of notification of the trade, provided you meet the statutory conditions. The office will enter it in the Trade Register within 5 working days.
