Medical fitness is not required. Liability insurance for damage is not required.
The professional qualification may be proved through an appointed responsible representative under Section 11 of the Trade Licensing Act; one person may be a responsible representative for no more than 4 entrepreneurs.

What the trade is and what it is for
This regulated trade entitles you to organise professional courses in which participants gain the knowledge needed to carry out special protective disinfection, pest control and rodent control (in Czech abbreviated as DDD). It is therefore not about exterminating pests itself, but about an educational activity - you prepare future DDD workers to carry out their work professionally, safely and in accordance with the protection of public health.
Special protective DDD means the targeted destruction of the agents and carriers of infectious diseases and the destruction of harmful and epidemiologically significant arthropods, rodents and other animals. Because it concerns public health as well as the handling of chemical preparations, the law places professional qualification requirements on DDD workers - and it is precisely their preparation that is provided by the courses operated within this trade.
The trade is regulated, classified in Annex 2 to the Trade Licensing Act. This means that in addition to the general conditions you must prove the professional qualification prescribed directly by law. The assessment of professional qualification for regulated trades is governed by Section 24 of the Trade Licensing Act.
What falls under this trade (and what does not)
The trade covers the organisation and professional leadership of educational courses focused on DDD:
- theoretical instruction (hygiene, microbiology, the biology of pests, legislation, the protection of public health),
- practical training in application and protective methods,
- explanation of the safe handling of biocidal preparations and plant protection preparations,
- preparing participants for the verification of knowledge and the issuing of a document on completion of the course.
What does not belong here: carrying out the disinfection, pest control and rodent control itself. That is a separate regulated trade, "Special protective disinfection, pest control and rodent control". If you want to actually exterminate pests at customers' premises, you need this second trade - organising courses does not entitle you to the application itself. Likewise, retraining or general education outside the DDD field does not fall under this trade.
Conditions for obtaining the licence under the law
You must meet two groups of conditions.
1. General conditions (Section 6 of the Trade Licensing Act):
- full legal capacity (usually reaching the age of 18),
- a clean criminal record. For this trade, the only thing examined is whether a ban on activity in the field or in a related field has been imposed on you by an administrative or judicial authority.
2. Professional qualification: proved under Section 58(1) of Act No. 258/2000 Coll., on the protection of public health, as amended by Act No. 392/2005 Coll. and Act No. 267/2015 Coll. This provision lays down the professional qualification for carrying out special protective DDD. Experience is not required, just as medical fitness and liability insurance for damage are not required. Unlike craft trades, for a regulated trade the qualification cannot be replaced by the length of experience alone - it must correspond precisely to what the law requires.
If you do not have the required professional qualification yourself, you may ensure it through a responsible representative under Section 11 of the Trade Licensing Act - that is, a person who meets the conditions and is responsible for the proper operation of the trade. One person may be a responsible representative for no more than 4 entrepreneurs.
How to notify the trade step by step
