How to start By notification at the trade licensing office

Glazing work, framing and mounting is field No. 46 of the unqualified (free) trade. It covers glazing, cutting and processing of glass, the adjustment and framing of mirrors and the production of picture frames and mounts; qualification is not to be proven, and meeting the general conditions under Section 6 is sufficient.

Conditions for operating
Unqualified (free) trade (Annex No. 4 to the Act, to Section 25(2)) - professional qualification is not to be proven.
Full legal capacity under Section 6(1)(a) (usually 18 years of age; may be replaced by a court's approval of the consent of the minor's legal representative).
A clean criminal record under Section 6(1)(b) and (2) - verified by the Trade Licensing Office from the Criminal Records Register.
No documents on education or practice are to be submitted.
A responsible representative under Section 11 is optional - it may be appointed voluntarily.

What this trade is and what it is for

The trade Glazing work, framing and mounting is field No. 46 within the single unqualified (free) trade (Production, trade and services not listed in Annexes 1 to 3 of the Trade Licensing Act). It entitles you to do business in the area of processing flat glass and related glazing and framing services. It includes in particular glazing, cutting and processing of glass, the adjustment and framing of mirrors, and the production and fitting of picture frames including mounts.

Because this is an unqualified trade, the law under Section 25(2) does not require proof of professional or other competence. It is enough to meet the general conditions under Section 6. You may notify this field on its own, or together with other fields of the unqualified trade within a single trade licence.

What falls under this trade (and what does not)

This field covers a broader range of glazing and framing activities. According to the content of the field, it includes in particular:

  • glazing of windows, doors, shop fronts, greenhouses and picture frames,
  • cutting, grinding, drilling and other processing of flat glass and mirrors,
  • adjustment of glass for cabinets, tables and similar purposes,
  • production and repair of picture, mirror and photograph frames and the adjustment and framing of mirrors,
  • framing and mounting of pictures, prints, photographs and documents,
  • production of mounts and presentation of works of art for exhibition purposes.

Where the boundaries lie: This trade concerns the processing and fitting of finished glass, not its production. The melting and production of glass and glass products fall under another field of the unqualified trade ("Production and processing of glass", field No. 20). If glazing work moves into larger-scale construction installations (for example the installation of glazed facades or fillings of structural openings as part of a building), it may be an activity falling under preparatory and finishing construction work (field No. 45 of the unqualified trade), or under the regulated trade "Execution of buildings, their alterations and removal". When producing frames from solid wood, the craft trade of joinery may also apply. In borderline cases we recommend consulting the classification with the Trade Licensing Office.

Conditions for obtaining it under the law

Since this activity is an unqualified trade, qualification is not to be proven - you do not have to submit an apprenticeship certificate, a diploma or a confirmation of practice. It is enough to meet the general conditions for operating a trade under Section 6(1) of the Trade Licensing Act:

  • full legal capacity (usually reaching 18 years of age; may be replaced by a court's approval of the consent of the minor's legal representative),
  • a clean criminal record - a person is not regarded as having a clean record if they have been finally convicted of an intentional criminal offence committed in connection with business or with the object of business, unless they are regarded as not having been convicted.

For Czech citizens, the clean criminal record is verified by the Trade Licensing Office itself from the Criminal Records Register, so you do not have to submit an extract. The special conditions under Section 7 (professional qualification) do not apply to an unqualified trade.

Responsible representative (Section 11): Even for an unqualified trade you may appoint a responsible representative - that is, a person who is responsible for the proper operation of the trade and compliance with regulations. This is not mandatory (qualification is not proven here anyway), but it is often used by legal persons or entrepreneurs who do not actually run the trade themselves. One person may be a responsible representative for no more than 4 entrepreneurs.

How to notify or obtain the trade step by step

  1. Fill in the Unified Registration Form (JRF). With a single form you simultaneously notify the trade and may also register for income tax, with the social security administration and with your health insurance company.
  2. Select the object of business. You state the unqualified trade and select field No. 46 "Glazing work, framing and mounting"; feel free to add other fields you wish to carry out.
  3. Submit the notification. The options are: in person at any municipal Trade Licensing Office, electronically via the rzp.gov.cz portal, or through a Czech POINT contact point.
  4. Provide the necessary details and pay the fee (see below).
  5. Wait for the entry. Upon meeting the conditions, the office will make the entry in the Trade Register and issue an extract within 5 working days of the day the notification is delivered (Section 47). The trade licence comes into being as early as the day of notification, so you may do business before the extract physically reaches you.

Documents and fees

  • Documents: completed JRF and identity document; for legal persons and other cases, documents relating to the registered office, executives or the responsible representative as appropriate. No documents on education or practice are submitted.
  • Administrative fee for trade notification: CZK 1,000 on entering business; for electronic submission CZK 800. The fee is paid only once, even if you notify several fields or trades at the same time.
  • Extension by a further field of the unqualified trade: free of charge (CZK 0) - fields within an unqualified trade already held may be added free of charge.
  • Deadline: entry in the register and issue of the extract within 5 working days.
  • The company ID number (IČO) is assigned by the office automatically and free of charge upon entry.

Frequently asked questions

Do I need an apprenticeship certificate or practice in glazing?

No. This is an unqualified trade for which, under Section 25(2), professional qualification is not proven. It is enough to meet the general conditions under Section 6 (legal capacity and a clean criminal record).

How much will I pay for the notification?

CZK 1,000 on entering business, CZK 800 for electronic submission. The fee is one-off regardless of the number of fields notified. Adding a further field of the unqualified trade later is free of charge.

How soon can I start doing business?

The licence comes into being as early as the day of notification, provided you meet the conditions. The office will issue the extract from the Trade Register within 5 working days.

Does this field also include the production of glass?

No. This field covers the processing and fitting of glass (glazing, cutting, framing, adjustment of mirrors). The melting and production of glass fall under another field of the unqualified trade - "Production and processing of glass" (field No. 20).

Must I have a responsible representative?

You do not have to. For an unqualified trade it is not mandatory, because qualification is not proven. You may appoint one voluntarily under Section 11, typically if you do not run the trade yourself.
