How to start By notification at the trade licensing office

Manufacture of textiles, textile products, clothing and clothing accessories is field no. 10 of the unqualified (free) trade under Annex 4 to the Trade Licensing Act. It requires no professional qualification; it is enough to meet the general conditions under Section 6 and to notify the trade.

Conditions for operating
Full legal capacity (Section 6(1)(a) of the Trade Licensing Act).
A clean criminal record (Section 6(1)(b) and Section 6(2) of the Trade Licensing Act).
Professional qualification is NOT documented - this is an unqualified (free) trade under Annex 4 to the Trade Licensing Act.
For a natural person there must be no obstacles to carrying on the trade under Section 8 of the Trade Licensing Act (e.g. a court-imposed prohibition of activity, insolvency proceedings not yet concluded).
For a legal person and where needed, a responsible representative may be appointed under Section 11 of the Trade Licensing Act (for a free trade they do not prove expertise; one person may act as responsible representative for at most 4 entrepreneurs).

  • Bespoke sewing of clothing from supplied material
  • Manufacture of knitted and crocheted products and accessories

What the trade is and what it is for

The trade Manufacture of textiles, textile products, clothing and clothing accessories is field of activity no. 10 within the single free trade under Annex 4 to Act No. 455/1991 Coll. (the Trade Licensing Act). It entitles you to manufacture and make textile goods - from home and clothing textiles to technical textiles.

Because this is an unqualified (free) trade, no specific education or experience is proven. It is enough to meet the general conditions under Section 6 of the Trade Licensing Act. A single free trade covers 80 fields, and you can notify this field on its own or together with others for one administrative fee.

What falls under this trade (and what does not)

Field no. 10 covers in particular:

  • manufacture of clothing and clothing accessories (women's, men's, children's, workwear),
  • manufacture of bed linen, bedding and baby swaddling wraps,
  • manufacture of home and table textiles - tablecloths, towels, curtains, place mats,
  • manufacture of technical textiles - tents, tarpaulins, sacks, bags, parachutes, flags and banners,
  • manufacture of textile haberdashery, carpets and floor coverings of textile material.

This trade does not include:

  • wholesale and retail of textiles and clothing - that falls under the separate field no. 48 "Wholesale and retail" of the free trade (the intermediation of trade and services is the separate field no. 47),
  • the manufacture and repair of footwear, leather goods and saddlery (the separate field no. 11 of the free trade),
  • dyeing and chemical treatment of textiles, the cleaning and washing of textiles and clothing, which are classed among the craft trades (Annex 1 to the Trade Licensing Act),
  • the manufacture of clothing, clothing accessories and textile goods of an orthopaedic nature, which the law classes elsewhere.

In borderline cases, always verify the classification with the Trade Licensing Office according to the content of the fields (the Government Regulation on the content of individual trades).

Statutory conditions for obtaining it

To notify it you must meet the general conditions under Section 6 of the Trade Licensing Act:

  • full legal capacity (Section 6(1)(a)),
  • a clean criminal record (Section 6(1)(b) and Section 6(2)).

Professional qualification is not documented for this trade - a free trade under Annex 4 to the Trade Licensing Act requires no education or experience. There must be no obstacles to carrying on the trade under Section 8 (e.g. a court-imposed prohibition of activity, insolvency proceedings not yet concluded).

You may do business in person or through a responsible representative under Section 11 of the Trade Licensing Act. They must meet the general conditions, but for a free trade they do not prove expertise; one person may hold the office of responsible representative for at most 4 entrepreneurs. A legal person always appoints a responsible representative.

How to notify or obtain the trade step by step

  1. Complete the Unified Registration Form (URF), by which you simultaneously report the details to the tax office, the Czech Social Security Administration and a health insurance company.
  2. Submit the notification at any municipal Trade Licensing Office (central registration point), electronically via the rzp.gov.cz portal, or at a Czech POINT branch.
  3. Prove your identity and pay the administrative fee.
  4. The trade licence arises on the day of notification; the office makes the entry in the Trade Register within 5 working days.

Documents and fees

  • Identity document (identity card / passport).
  • Completed URF stating field no. 10.
  • Consent to the placement of the registered office, if the property is not yours.
  • Administrative fee of CZK 1,000 for the first notification of a trade (CZK 800 for an electronic submission via rzp.gov.cz).
  • Extension by a further field of the free trade is free of charge (CZK 0).
  • No professional qualification is documented.

Frequently asked questions

Do I have to have an apprenticeship in the field or experience in textile production?

No. This is a free trade, so you do not document expertise - it is enough to meet the general conditions under Section 6 (legal capacity and a clean criminal record).

How much will I pay and when can I start doing business?

The notification costs CZK 1,000, electronically CZK 800. The licence arises on the day of notification, so you can do business immediately; the entry in the register is made within 5 working days.

Can I add further fields of the free trade?

Yes. When notifying you may state several fields at once for one fee, and a later extension by a further field of the free trade is free of charge.

Does this trade also cover the sale of finished clothing in a shop?

No. Retail or wholesale itself falls under field no. 48 "Wholesale and retail", not under field no. 10. Manufacture and sale are different fields - both, however, fall under a single free trade.

Do I need a responsible representative?

As a natural person, usually not. You may appoint one voluntarily under Section 11 of the Trade Licensing Act; a legal person always appoints a responsible representative.
