Mountain guiding activity is a regulated trade (Annex 2 to the Trade Licensing Act) entitling the holder to lead people in mountain and high-mountain terrain. The professional qualification must be documented by specific education and a vocational qualification, or by proof of qualification together with practice in the field - it cannot be replaced by practice alone, as is the case with craft trades.
Professional qualification under Sections 6 to 8 and Section 24 of Act No. 455/1991 Coll. (specifically set in Annex 2) - one of the following options:
Option 1: secondary education with a school-leaving examination (maturita) and a vocational qualification for mountain guiding activity under Act No. 179/2006 Coll. (on the verification and recognition of the results of further education).
Option 2: a retraining certificate or other proof of professional qualification for the relevant work activity issued by an institution accredited under special legislation, by an institution accredited by the Ministry of Education, Youth and Sports, or by the ministry responsible for the sector in which the trade is carried out + 4 years of practice in the field.
The option to prove a professional qualification obtained in another Member State under EU Directive 2005/36/EC.
A responsible representative may be appointed under Section 11, meeting both the general and the professional conditions. One person may act as a responsible representative for no more than four business holders.
The licence comes into existence on the date of notification (provided the statutory conditions are met). The administrative fee for notifying the trade is CZK 1,000 (on paper) / CZK 800 (electronically).

What this trade is and what it is for
Mountain guiding activity is a regulated trade (listed in Annex 2 to the Trade Licensing Act). It entitles you to the organised leading of people in mountain and high-mountain terrain, where increased demands on physical fitness, orientation, knowledge of the environment and safety procedures are expected. A mountain guide accompanies clients along marked and unmarked routes, chooses a safe approach with regard to the weather, terrain and the abilities of the group, and is responsible for their safety in demanding conditions.
The purpose of this regulation is to protect the health and lives of clients. Because it is an activity with real risk (falls, avalanche danger, a sudden worsening of the weather), the law requires documenting the specific professional qualification set in Annex 2, and it cannot be replaced by practice alone, as is the case with craft trades.
What falls under this trade (and what does not)
Mountain guiding activity covers in particular the leading of tourists and clients in the mountains, the organisation of and accompaniment on high-mountain hiking trips, ascents to summits along tourist and access paths, and the provision of expert commentary on the mountain environment.
The boundaries with neighbouring activities are important. A mountain guide to the international standard (UIAGM/IFMGA) focused on climbing, glaciers and ski mountaineering is subject to separate, stricter regulation and is not identical to this trade. Classic guiding through towns and cultural monuments falls under the unqualified trade "Guiding activity in the field of tourism". Organising tours and selling combined services falls under the licensed (concession) trade "Operation of a travel agency". If you are unsure how a specific service is classified, verify the scope with the Trade Licensing Office before commencing business.
Statutory conditions for obtaining the trade
The applicant must meet the general conditions under Section 6 of the Trade Licensing Act: full legal capacity and a clean criminal record. A clean criminal record is therefore required for this trade, whereas the law does not prescribe medical fitness or liability insurance. For a natural person, there must at the same time be no obstacles to operating the trade under Section 8 (e.g. a ban on the activity or a trade licence previously cancelled for reasons set by law).
The professional qualification is governed by Sections 6 to 8 and Section 24 of Act No. 455/1991 Coll., and for this specific trade it is defined in Annex 2 to the Act. You can document it by one of the following options:
- secondary education with a school-leaving examination (maturita) and a vocational qualification for mountain guiding activity under Act No. 179/2006 Coll., on the verification and recognition of the results of further education; or
- a retraining certificate or other proof of professional qualification for the relevant work activity issued by an institution accredited under special legislation, by an institution accredited by the Ministry of Education, Youth and Sports, or by the ministry responsible for the sector in which the trade is carried out, together with 4 years of practice in the field.
The professional qualification may also be proven under the rules for the recognition of professional qualifications obtained in another EU Member State (Directive 2005/36/EC). If you do not meet the professional qualification yourself, you can operate the trade through a responsible representative under Section 11 - they must meet both the general and the professional conditions and are responsible for the proper operation of the trade. One person may be a responsible representative for no more than four business holders.
How to notify the trade step by step
- Prepare the documents for your professional qualification (the maturita certificate and the certificate of vocational qualification, or proof of retraining and proof of 4 years of practice).
- Complete the Unified Registration Form (URF). You can submit it in person at any municipal Trade Licensing Office, electronically via the rzp.gov.cz portal, or at a Czech POINT branch.
- Pay the administrative fee: CZK 1,000 when submitting at the Office, or CZK 800 for electronic notification.
- The Trade Licensing Office will make an entry in the Trade Register, usually within 5 working days of the notification. The licence comes into existence as early as the date of notification (provided the conditions are met), not only upon the entry.

Frequently asked questions
Is practice enough for mountain guiding instead of schooling?
No. Unlike craft trades, for a regulated trade the professional qualification cannot be replaced by practice alone. You must document the specific qualification under Annex 2 - either a maturita with a vocational qualification, or retraining or other proof of qualification together with 4 years of practice in the field.
Is there a difference between a mountain guide (průvodce) and a mountain guide (vůdce)?
Yes. This trade covers guiding activity in mountain terrain. Demanding climbing, ascents in glacier terrain and ski mountaineering at the level of an international mountain guide (IFMGA/UIAGM) have their own, stricter regime.
Do I have to have liability insurance?
The Trade Licensing Act does not require insurance for this trade. Given the riskiness of the activity, however, liability insurance is strongly recommended and clients often expect it.
When can I start doing business?
The licence comes into existence on the date of notification, provided you meet all the conditions. The Office will usually make the entry in the Trade Register within 5 working days.
Can I operate the trade without my own qualification?
Yes, through a responsible representative under Section 11 who meets both the general and the professional conditions and is responsible for the proper operation of the trade. One person may, however, perform this role for no more than four business holders.
