How to start By notification at the trade licensing office

A regulated trade for preparing catalogue data proposals on products intended to ensure the defence of the state under the National Codification System linked to the NATO Codification System. It requires documented professional qualification under Annex 2 to the Trade Licensing Act.

General conditions under Section 6 of the Trade Licensing Act: full legal capacity and a clean criminal record.

Professional qualification under Annex 2 to the Trade Licensing Act may be evidenced by one of the following options:

Higher education in a study programme and field of study focused on the preparation of catalogue data proposals.

Higher vocational education in the relevant field of education and 3 years of practice in the field.

Secondary education with a school-leaving examination (maturita) in the relevant field of education and 3 years of practice in the field.

A retraining certificate or other proof of professional qualification for the relevant work activity issued by an institution accredited under special legislation, by an institution accredited by the Ministry of Education, Youth and Sports, or by the ministry responsible for the sector in which the trade is carried out, together with 4 years of practice in the field.

For a regulated trade, professional qualification cannot be replaced by general practice alone, as is the case with a craft trade. Neither a natural nor a legal person has to meet it in person, provided they appoint a responsible representative under Section 11 of the Trade Licensing Act.

Note: The actual performance of the activity further follows Act No. 309/2000 Coll., on defence standardisation, codification and state quality assurance; to prepare proposals as an agency, a certificate of competence to prepare catalogue data proposals issued by the Office for Defence Standardisation, Codification and State Quality Assurance is required.

What this trade is and what it is for

The Preparation of catalogue data proposals trade is a regulated trade. It entitles you to professionally prepare catalogue data proposals on products, i.e. the characteristic data on a product, manufacturer and supplier needed to enable the competent office to allocate a catalogue number and manufacturer and supplier codes to the product.

This activity concerns assets intended to ensure the defence of the state and is based on the National Codification System, which is linked to the NATO Codification System. The framework is governed by Act No. 309/2000 Coll., on defence standardisation, codification and state quality assurance of products and services intended to ensure the defence of the state. A business holder with this licence (an "agency") prepares and updates catalogue data for the benefit of suppliers and users and submits it to the Office for Defence Standardisation, Codification and State Quality Assurance.

What falls under this trade (and what does not)

This trade covers in particular:

  • collecting, verifying and processing identification and characteristic data on a product, manufacturer and supplier,
  • preparing catalogue data proposals for the allocation of a product catalogue number and the relevant codes,
  • processing data in accordance with the established methodology of the National Codification System,
  • keeping documentation and the annual reporting of an overview of processed proposals.

What does not belong here: the actual allocation of catalogue numbers and codes, or the keeping of the asset catalogue, is the exercise of state administration carried out exclusively by the Office as the national codification authority, not by the business holder. This trade also does not cover general advice on standardisation, design or engineering activity, or ordinary data processing (an unqualified trade), unless it directly concerns the preparation of catalogue data proposals within the meaning of Act No. 309/2000 Coll.

Statutory conditions for obtaining the trade

You must meet the general conditions under Section 6 of the Trade Licensing Act - full legal capacity and a clean criminal record.

You must also document your professional qualification under Annex 2 to the Trade Licensing Act. For a regulated trade it is set separately and cannot be replaced by general practice alone, as is the case with a craft trade. You can evidence it by one of the following options:

  • higher education in a study programme and field focused on the preparation of catalogue data proposals, or
  • higher vocational education in the relevant field and 3 years of practice in the field, or
  • secondary education with a school-leaving examination (maturita) in the relevant field and 3 years of practice in the field, or
  • a retraining certificate or other proof of professional qualification for the relevant activity and 4 years of practice in the field.

You do not have to meet the professional qualification in person - you can appoint a responsible representative under Section 11 of the Trade Licensing Act who meets the conditions and is responsible for the proper operation of the trade.

In addition to the trade licence, the actual preparation of proposals as an agency requires, under Act No. 309/2000 Coll., a certificate of competence to prepare catalogue data proposals issued by the Office. We recommend that you check the details with the Trade Licensing Office and with the said Office.

How to notify or obtain the trade step by step

  1. Complete the Unified Registration Form (URF), which is used to notify the trade.
  2. You can submit it at any municipal Trade Licensing Office, electronically via the rzp.gov.cz portal, or at a Czech POINT contact point.
  3. Submit the documents proving your professional qualification (diploma, school report, retraining certificate, confirmation of practice) and, where applicable, the appointment of a responsible representative.
  4. Pay the administrative fee.
  5. The Trade Licensing Office will make an entry in the Trade Register within 5 working days of receiving a flawless notification. The trade licence comes into existence as early as the date of notification.

  • Administrative fee of CZK 1,000 for notifying the trade; for electronic submission via rzp.gov.cz CZK 800.
  • For carrying out the activity, the Office certificate under Act No. 309/2000 Coll. is also required.

Frequently asked questions

Is this a regulated or an unqualified trade?

It is a regulated trade. You must document your professional qualification under Annex 2 to the Trade Licensing Act; general practice alone is not sufficient.

Is a trade licence alone enough to do business?

A trade licence is the basis, but to actually prepare catalogue data proposals as an agency you additionally need a certificate issued by the Office under Act No. 309/2000 Coll.

Can I run the trade if I do not have the required education?

Yes, if you appoint a responsible representative under Section 11 who meets the professional qualification and is responsible for the proper operation of the trade.

When can I start doing business?

The trade licence comes into existence on the date of notification. The Office will make the entry in the register within 5 working days.

How much will I pay for the notification?

The administrative fee is CZK 1,000, or CZK 800 for an electronic notification via rzp.gov.cz.
