How to start By notification at the trade licensing office

A free trade (field no. 70) covering administrative assistance, processing of agendas, and the organisational and economic running of companies and individuals. It does not require any professional qualification - it is enough to meet the general conditions under Section 6 of the Trade Licensing Act.

Conditions for operating
Full legal capacity (usually reaching the age of 18; may be replaced by the court's approval).
Clean criminal record / integrity within the meaning of Section 6 of the Trade Licensing Act (for Czech citizens the office obtains the extract from the records of the Criminal Records Register itself).
Professional qualification is NOT documented - this is an unqualified (free) trade (Annex No. 4 to the TLA); only the general conditions under Section 6 apply; the special (professional) conditions under Section 7 are not required.
Foreigners from third countries additionally document a residence permit authorising them to do business; they prove a clean criminal record by an extract from the criminal records of their home state.

What this trade is and what it is for

The trade Administrative services and services of an organisational and economic nature is field no. 70 of the free trade under Annex No. 4 to the Trade Licensing Act (Act No. 455/1991 Coll.; Section 25(2)). It encompasses a broad range of supporting activities that make the everyday running of companies, offices, associations and individuals easier - from administrative assistance through the keeping of agendas to the organisational and economic provision of operations.

The purpose of the trade is to take over routine but time-consuming office and organisational tasks for which the client lacks the capacity or which they do not wish to handle in-house. It is one of the most universal fields of the free trade, suitable for assistants, virtual assistants, freelance administrative workers and smaller service companies.

What falls under this trade (and what does not)

Field no. 70 includes in particular:

  • administrative and office assistance (processing correspondence, post, keeping records of documents and documentation),
  • keeping company agendas of an organisational and economic nature,
  • support, secretarial and reception services,
  • organisational arrangement of meetings, conferences, training sessions and corporate events (in administrative and logistical terms),
  • making transcripts, extracts, scanning and copying work,
  • stocktaking and recording of assets on a commissioned basis,
  • administrative support for public contracts.

Boundaries with neighbouring trades: This trade does not include activities that have their own field or regime. Keeping accounts and tax records for others falls under the regulated trade "Activity of accounting advisers, bookkeeping, keeping of tax records". The comprehensive organisation of trade fairs and advertising events belongs rather to field no. 66 (advertising, marketing). The mere brokering of trade and services is field no. 47. Advisory services and the preparation of specialist studies belong to field no. 60. Beware also of field no. 80 "Provision of services for legal persons and trusts" - the administration of others' companies and trusts has its own field with stricter conditions (clean criminal record of the beneficial owner), not field no. 70. If the activity meets the characteristics of a regulated profession (e.g. legal practice, tax advice), it is not a trade at all (Section 3 of the TLA).

Conditions for obtaining it under the law

Because this is a free trade, professional qualification is not documented. It is enough to meet the general conditions under Section 6 of the Trade Licensing Act:

  1. full legal capacity (usually reaching the age of 18; may be replaced by the court's approval),
  2. clean criminal record / integrity - for Czech citizens the office obtains the extract from the records of the Criminal Records Register itself.

No education or practice is proven. The special (professional) conditions under Section 7 are not required for a free trade.

The entrepreneur may - but need not - appoint a responsible representative under Section 11 of the TLA. For a free trade this is not usually necessary, because there is nothing to document professionally; it is typically used by legal persons or by someone who does not actually run the trade themselves. One person may be a responsible representative for no more than four entrepreneurs (Section 11(5) of the TLA).

How to notify or obtain the trade step by step

  1. Complete the Unified Registration Form (URF). With a single filing you simultaneously notify the trade and may register for income tax, social security (CSSA), the health insurer and VAT.
  2. File the notification under Section 45 of the TLA at any municipal Trade Licensing Office, at a Czech POINT contact point, or electronically via the rzp.gov.cz portal. Local jurisdiction is not restricted.
  3. Prove your identity and pay the administrative fee. The office verifies the clean criminal record itself.
  4. Entry in the Trade Register is made by the office under Section 47 of the TLA within 5 working days of delivery of the notification, and an extract is issued. For a free trade the licence arises under Section 10 of the TLA usually on the day of notification (where the statutory conditions are met), not only upon registration or issuance of the extract.

Documents and fees

  • Proof of identity (identity card / passport).
  • Completed URF (on paper or electronically).
  • Foreigners from third countries: a document on the residence permit and an extract from the criminal records of their home state.
  • Administrative fee for the first notification: CZK 1,000 (electronically CZK 800).
  • Adding a further field of the free trade: CZK 0 (free of charge).
  • Registration time limit: within 5 working days.

Frequently asked questions

Do I need education or practice for this trade?

No. This is a free trade where qualification is not documented. It is enough to meet the general conditions under Section 6 - full legal capacity and a clean criminal record.

Can I add further fields to this trade at once?

Yes. The free trade is a single one and has 81 fields of activity. With a single notification you can register several fields and pay a single fee of CZK 1,000 (electronically CZK 800). A later addition of a further field is free of charge.

Can I keep accounts for clients under this trade?

No. Keeping accounts and tax records for others is a separate regulated trade with its own professional requirements. Field no. 70 covers administrative and organisational support, not specialist accounting services.

When can I start doing business?

For a free trade the licence arises under Section 10 of the TLA usually already on the day of notification (where the conditions are met); you do not have to wait for the extract to be issued.

How much will the notification cost me?

For the first notification CZK 1,000, and CZK 800 when filed electronically. We recommend verifying the specific amount and procedure with the relevant Trade Licensing Office.
